Job Summary

We are seeking an experienced Business Analyst / Service Process Expert to support the analysis, design, and optimization of business processes for large-scale data platform and digital government initiatives. The successful candidate will be responsible for conducting stakeholder consultations, gathering and documenting business requirements, analyzing current and future-state processes, and supporting the development of key project artifacts, including the Business Requirements Document (BRD) and solution design documentation.

The role requires strong expertise in business analysis, process mapping, requirements management, and service design to ensure that platform capabilities align with organizational objectives and user needs. The candidate will work closely with business stakeholders, project teams, architects, developers, and operational teams to support the successful delivery of project requirements in accordance with SOW 4.1–4.8.


Key Responsibilities

Business Analysis & Requirements Gathering

  • Conduct stakeholder interviews, workshops, and consultations to gather business, functional, and operational requirements.
  • Analyze business needs and translate them into clear, structured, and actionable requirements.
  • Develop and maintain the Business Requirements Document (BRD) and other functional documentation.
  • Validate requirements with stakeholders and ensure alignment with business objectives.
  • Support requirements traceability throughout the project lifecycle.

Process Analysis & Service Design

  • Analyze existing business processes and identify opportunities for improvement and optimization.
  • Develop current-state (As-Is) and future-state (To-Be) process models and workflows.
  • Define operational procedures and service workflows for platform functions.
  • Support the design of business processes related to:
    • Data Publishing
    • Metadata Management
    • Data Governance
    • Platform Operations
    • User Access and Service Delivery
  • Ensure process designs align with organizational policies and operational objectives.

Stakeholder Engagement

  • Facilitate workshops, discovery sessions, and requirement-gathering activities with stakeholders.
  • Act as a liaison between business users and technical teams.
  • Manage stakeholder expectations and ensure business needs are accurately represented.
  • Assist in decision-making by providing process insights and analytical recommendations.
  • Support change management and business readiness activities.

Functional Design & Documentation

  • Prepare business process documentation, use cases, workflows, and functional specifications.
  • Support the development of system design artifacts and functional requirements documents.
  • Collaborate with architects and development teams to ensure business requirements are correctly interpreted and implemented.
  • Review solution designs to ensure alignment with approved business requirements.
  • Support preparation of user stories, acceptance criteria, and business scenarios where applicable.

Quality Assurance & Validation

  • Support User Acceptance Testing (UAT) activities and validation of business requirements.
  • Participate in reviewing deliverables to ensure compliance with business objectives.
  • Analyze gaps, issues, and process inefficiencies and recommend corrective actions.
  • Ensure solution outcomes effectively address stakeholder requirements.

Project Delivery (SOW 4.1 – 4.8)

  • Support project planning, analysis, design, testing, and deployment activities.
  • Collaborate with project managers, architects, developers, and operational teams throughout the project lifecycle.
  • Ensure project documentation is complete, accurate, and maintained.
  • Contribute to successful delivery of project milestones and deliverables.

Basic Qualification

  • Bachelor's Degree in Business Administration, Information Systems, Computer Science, or a related discipline.
