Job Summary

We are seeking an experienced Product Owner to lead the vision, planning, and delivery of digital platform products, ensuring alignment between business objectives, stakeholder expectations, and technical implementation.

The successful candidate will be responsible for defining product requirements, managing and prioritizing product backlogs, coordinating with development teams, and ensuring the successful delivery of platform capabilities in accordance with SOW 4.1–4.8. The role requires close collaboration with business stakeholders, project teams, architects, developers, UX teams, and operational users to ensure that platform features deliver measurable business value.

The ideal candidate will possess strong product management experience, excellent stakeholder engagement skills, and a proven track record of delivering large-scale digital products within public sector, government, or enterprise environments.


Key Responsibilities

Product Strategy & Vision

  • Define and communicate the product vision, objectives, and roadmap aligned with business goals.
  • Translate stakeholder requirements into actionable product features and development priorities.
  • Develop and maintain product strategies that support user needs and organizational objectives.
  • Ensure product decisions are aligned with overall platform and program goals.
  • Identify opportunities for product innovation and continuous improvement.

Requirements Management

  • Gather, analyze, and document business and functional requirements.
  • Define user stories, acceptance criteria, and product specifications.
  • Ensure requirements are clear, complete, prioritized, and understood by delivery teams.
  • Collaborate with stakeholders to validate requirements and expected outcomes.
  • Maintain traceability between business needs and delivered functionality.

Backlog & Release Management

  • Own, prioritize, and maintain the product backlog.
  • Define feature priorities based on business value, dependencies, risks, and stakeholder requirements.
  • Coordinate sprint planning and backlog refinement activities.
  • Work closely with development teams to ensure timely delivery of prioritized features.
  • Support release planning and product deployment activities.

Stakeholder Engagement

  • Serve as the primary interface between business stakeholders and development teams.
  • Facilitate workshops, requirement sessions, product demonstrations, and feedback reviews.
  • Manage stakeholder expectations and ensure alignment throughout the product lifecycle.
  • Communicate product progress, priorities, and delivery status to key stakeholders.
  • Build strong relationships across business and technical teams.

Agile Product Delivery

  • Participate actively in Agile ceremonies including sprint planning, backlog grooming, reviews, and retrospectives.
  • Support development teams by providing timely clarification of product requirements.
  • Ensure delivered solutions meet business objectives and user expectations.
  • Monitor product progress and address issues impacting delivery timelines.
  • Promote Agile best practices and product-focused delivery approaches.

Quality Assurance & Product Validation

  • Review deliverables to ensure alignment with approved requirements.
  • Support User Acceptance Testing (UAT) and business validation activities.
  • Verify that developed features satisfy acceptance criteria and business needs.
  • Monitor product performance and user feedback to guide future enhancements.
  • Drive continuous improvement of product functionality and user experience.

Project Delivery (SOW 4.1 – 4.8)

  • Coordinate with project managers, solution architects, developers, UX teams, and business stakeholders to ensure successful delivery.
  • Ensure platform components are delivered according to agreed scope, priorities, and timelines.
  • Support project planning, implementation, testing, deployment, and operational readiness activities.
  • Contribute to project reporting, documentation, and governance activities.

Basic Qualification

  • Bachelor's Degree in Computer Science, Business Administration, Information Systems, or a related discipline.
