Job Summary
We are seeking an experienced Training and Knowledge Transfer Lead to design, develop, and deliver comprehensive training and knowledge transfer programs for government stakeholders, platform users, and data providers. The successful candidate will be responsible for building organizational capability through structured training initiatives, developing operational documentation, and ensuring effective adoption and long-term sustainability of digital platforms.
The ideal candidate will have extensive experience in training delivery, instructional design, technology adoption, and knowledge transfer programs, particularly within government or large-scale digital transformation initiatives.
Key Responsibilities
Training Strategy & Delivery
- Design, develop, and implement comprehensive training programs for government staff, platform administrators, and data providers.
- Deliver instructor-led, virtual, and hands-on training sessions for technical and non-technical audiences.
- Assess training needs and customize learning programs based on stakeholder requirements.
- Evaluate training effectiveness and continuously improve learning outcomes.
Knowledge Transfer
- Develop and execute structured knowledge transfer plans to ensure successful transition of platform operations to client teams.
- Facilitate workshops, mentoring sessions, and hands-on knowledge-sharing activities.
- Ensure operational teams are equipped to independently manage and support the platform.
- Monitor knowledge transfer progress and address any competency gaps.
Training Materials & Documentation
- Develop user guides, operational manuals, standard operating procedures (SOPs), quick reference guides, FAQs, and training presentations.
- Create digital learning content, including e-learning modules, instructional videos, and knowledge repositories where applicable.
- Maintain training documentation and ensure materials remain current with platform updates.
- Standardize documentation in alignment with organizational and government requirements.
Capacity Building
- Design capacity-building programs to enhance technical and operational capabilities of government staff and participating agencies.
- Support organizational change management initiatives by promoting user adoption and best practices.
- Establish competency frameworks and learning pathways for platform users.
- Recommend continuous learning initiatives to improve long-term platform sustainability.
Stakeholder Engagement
- Collaborate with project managers, technical teams, business stakeholders, and government representatives to align training objectives.
- Coordinate training schedules, workshops, and stakeholder engagement sessions.
- Serve as the primary point of contact for all training and knowledge transfer activities throughout the project lifecycle.
Reporting & Continuous Improvement
- Monitor training participation, completion rates, and learner feedback.
- Prepare reports on training effectiveness, knowledge transfer progress, and competency development.
- Recommend improvements to training methodologies, materials, and delivery approaches.
- Ensure compliance with project knowledge transfer requirements and contractual obligations.

Qualifications
- Bachelor's degree in Education, Information Systems, Computer Science, Business Administration, or a related discipline.
- Minimum 7+ years of experience in training delivery, knowledge transfer, instructional design, or technology capacity building.
- Proven experience delivering at least two projects involving digital platforms, enterprise systems, or government IT initiatives.
